According to Lynn Davis, the United States understood the agreement as an intention to support the Soviet Union in supporting the restoration of independence to Poland, Czechoslovakia and Yugoslavia after the war. [Citation needed] The agreement stipulates that these conditions have been and will be established by the governments of the United Kingdom and the Russian Soviet Federative Socialist Republic: negotiations have been and are under way between Her Majesty`s Government in the United Kingdom and the Government of the Union of Soviet Socialist Republics with a view to concluding an Anglo-Soviet Naval Agreement on the basis of the London Naval Treaty. 1936. The results of the negotiations to date have been communicated confidentially to the other interested Governments whose comments are under consideration. Stalin hoped to reconquer Soviet-held territories, including Finland, Estonia, Latvia, Lithuania, Romania, Ukraine, and Belarus, before their losses in Operation Barbarossa, the German invasion of the Soviet Union that began on June 22, 1941. In return, Britain would receive land and permission to have naval bases and sailors across the English Channel, the North Sea and the Baltic Sea. Britain made no commitments and Stalin`s ideas were not part of the agreement. [1] The agreement was replaced by the Anglo-Soviet Treaty of 1942. [2] The agreement was drafted and signed in English, and after its translation into Russian, it was drawn up and its authenticity recognized. Is it not a fact that the German government exceeds the tonnage of 1764 as far as the naval treaty is concerned? This Article shall remain in force until the High Contracting Parties mutually agree that it shall be replaced by the adoption of the proposals provided for in Article III, Section 1. If these proposals are not adopted, they shall remain in force for a period of twenty years and thereafter until they are denounced by one of the Parties in accordance with Article VIII. It entered into force upon the exchange of instruments of ratification and subsequently replaced the Agreement between the Government of the Union of Soviet Socialist Republics and His Majesty`s Government in the United Kingdom, signed in Moscow on 12 July 1941. One of the goals of Joseph Stalin, the head of government of the Soviet Union, was to create a territorial agreement for a post-war Europe that would be widely divided between Britain and the Soviet Union.

[1] Decided to conclude a treaty to this effect and designated as plenipotentiaries: the treaty represented a transition for Britain, which sacrificed part of its superpower status because of its weakened military state, but still exercised diplomatic power during the negotiations. [3] The High Contracting Parties undertake to provide each other with all possible economic assistance after the war. 1. The High Contracting Parties declare their willingness to join other like-minded States in adopting proposals for joint action aimed at maintaining peace and resisting post-war aggression. In witness whereof, the aforementioned agents have signed this Agreement and affixed it to their seals. Who, after proper discharge of their full authority, have agreed as follows: the Right Honourable Anthony Eden, M.P., Senior Secretary of State for Foreign Affairs, Her Majesty; By virtue of the alliance between the United Kingdom and the Union of Soviet Socialist Republics, the High Contracting Parties undertake each other to provide each other with military and other assistance and support of all kinds in the war against Germany and all States associated with it in acts of aggression in Europe. His Majesty the King of Great Britain, Ireland and the British Dominions across the seas, Emperor of India, for the United Kingdom of Great Britain and Northern Ireland: this Treaty shall be ratified as soon as possible and the instruments of ratification shall be exchanged in Moscow as soon as possible. This is an issue that is part of broader negotiations on a general treaty, which we hope will be negotiated.
